Both. This is not an organic garden(tested for chemicals but certified) and it is a very, very old garden. The paths that I was walking on were very hard soils with a lot of history. Not a lot can grow on them as the soil is so compacted. It is also a relatively small garden with many people taking care if it so they get rid of the weeds. this garden is right in the heart of Taoyuan, near the international airport!
