I have always been interested in the mechanics of a Halo Ring. What dimensions it would have to be to support an atmosphere, the ability to produce tectonics and to what extent the hand of intelligence would be evident in such a place...

Depends upon how "mega". Sub-planet to planet sized mega structures would most likely be boring in that they're mostly constructed from asteroids/planetary debris. Eros in The Expanse (TV show). I see no particular reason aliens would invest unnecessary energy into synthesizing structures when adapting natural objects would work just as well. Larger objects would still be constructed from multiple adapted natural objects somehow tethered or connected together. Basically an array of tunneled out asteroids, held into the desired shape by a combination of gravity and momentum. Similarly, I don't see system-wide physical objects as ever being advantageous, so likely they never have or will exist. Instead, aliens probably just repurpose existing asteroid fields and comet clouds. They could even tether much of those belts and clouds together to manage the masses without us ever being able to observe such from a distance unless we're specifically looking for anomalous orbits that slightly deviate from predicted aggregate orbits.
