if you go with windows media creation tool, if you create it on flashdrive while the flash drive is plugged in, it will automatically download it to there, if you didnt have it plugged in, i think it would simply make the iso file on your computer and you can manually create it as bootable with 3rd party software like daemon tools or rufus
This entire process only makes a media tool to install windows on your computer. I thought it was a tutorial how to make a windows BOOTABLE disk that can be used on systems WITHOUT an OS. I watched this entire video for nothing!
Better yet, I did an 8 gig partition on a not OS drive and made it bootable with the windows 10 Image, this way in the event of a restore /reinstall it can be accessed from the boot menu whenever needed without consuming a usb drive.

Does the USB run like a full functioning live cd or just an installer?
Also I assume after its installed windows will be asking for a Key?

Correct, this is just for the installation of the operative system. You'll need a license key for Windows 10 for it to work, or have a previous license activated on your microsoft account which makes it so you wouldn't need to purchase another license if you were to swap your computer in the future.
