Cong. Lara, you are right, sir; the COA's internal rules should be reviewed. Additionally, I kindly request that the COA file cases against those who violate COA regulations after the finality of the cases. This is especially important given that the COA is an independent constitutional body. Good question, sir!
Public Office is a Public Trust, all government agencies should submit and comply
to the inquiry and mandate of the House of Representatives . We should all submit to the Rule of Law and Nobody's is above the law. VP Sara refusal to submit to the compliance of “Public Office is a Public Trust” is a clear disrespect to the Philippine Constitution.

Nirelease po nila ang budget mere weeks before it should be returned to the national treasury so it may be wise to assume that all pending payments are made in a span of 11 days thus amounting to “huge” amount that you are looking for.

Congressman Paduano, it is good that you reminded the COA about their internal rules regarding the number of days. The rules may give the culprit a chance to escape the penalty, and they should sanction their co-CPAs who are in charge of the funds for their agencies and who manipulated the misuse of funds under the instructions of their heads of offices.

The committee needs to clearly articulate the specific laws they intend to legislate. Failure to provide this clarity could result in the committee being perceived as one that is abusing its power, especially considering that the invited resource person may be a subject of human rights abuse.

Regarding COA audit, why are you so desperate unahan ang independent constitutional body na yan. Hindi ba kayo makahintay matapos ang audit process? Are you trying to weaponize COA just to suit your agenda? Are you trying to encroach authority ng independent constitutional body? The approach ng COA is to provide ample time for the agency to respond. There is a reason for allowing that certain period.
