My take based on Bill's stories: Bill's homosexual. It's why he's especially embarrassed by his first name, Marion. He probably spent his life trying to appear ultra-masculine. That led him to joining the army. The PTSD from combat alone was one thing, but he'd also had a secret romantic relationship with his captain. However, the captain decided to break it off, to which Bill responded by trying to kill the captain in a fit of rage. The captain, because of his rank, was able to avoid any consequences while Bill was publicly outed and dishonorably discharged.
Upon leaving the army, both his PTSD and reputation made a legit way of life impossible. He couldn't hold a job, so took to being a common thief. That's how he met Dutch, a perfect storm. He was a father figure, secure in his masculinity. Dutch, seeing the opportunity to have military experience in his gang, quickly offered Bill the opportunity to join. But what Dutch assumes is loyalty is both Bill's willingness to be near him and that it's his only option as he can't rejoin the army.

Despite the argument the other two comments are going in to. No, he was sucking up to an army man he knows is loyal to Dutch but very stupid and able to be tricked, and already beginning to use his gullibility off the get he slyly accuses Arthur of moving suspicious and trying to ruin an operation and get intel the same way he is and later accuses Arthur of using an army word that would cause Bill to after the ass kissing make him understand and believe Micah, even if he doesn’t know it’s a direct statement he’s not gonna doubt if Micah is lying in that moment just due to the way he phrases it secretly so direct, make Bill think he’s putting something together in his own mind when he starts suspecting Arthur and believes Dutch whenever Dutch gets manipulated. Because he is the sheep, I don’t feel like a better man than him but I can see the difference no doubt. An army soldier that “re-enlisted” with Dutch’s gang, to be a soldier in something even if it loses its morals, just like people going into the real army today, just being loyal to something, it is sadly “sheepish” but it’s closer to institutionalization.

He was in it for the gang with the sole hope of surviving. I thought you were paying attention.

I never said he didn’t consider betraying them prior to that. In fact, the whole reason Micah waited so long to actually turn in Dutch was because he still wanted the Blackwater money and only Dutch knew where it was. Either way, whatever fuck ups the gang faced prior to Guarma were mostly Dutch, Arthur, or Hoseas fault. The only thing Micah caused was the Blackwater ferry job and he didn’t do that with the intention of betraying the gang because their bounties weren’t even high before the Blackwater ferry job, he just did it because he knew there would be a lot of money and didn’t consider the risks. RDR2 humanized him. You get to learn about his past, what he was like during his time in the gang, and why he turned out the way he did later on in the first game. Bill had been described by John as a "proud fool", and this game demonstrates that his reputation was not unwarranted, but it also shows that Bill had some altruistic qualities once upon a time. A good man? Hardly, but certainly not the monster we saw in the first game either.
When you think about it, Bill is actually one of the most tragic characters in the RDR story-and that's saying a lot. He'd been through hell up until he found Dutch, and once the gang splintered, his entire world crumbled and he eventually lost his mind. By the time he's shot dead at the end of the Nuevo Paraiso arc in RDR1, he's become little more than a rabid dog. You're practically doing him a favor by putting a bullet in his head.

Without further context it seems that way but keep in mind that Leviticus Cornwall and Fort Wallace both conspired together to try to starve out/displace the Wapiti by stealing their horses (which they needed for hunting) and by withholding medicine from sick women, men, and children.
There’s also an encounter with Charles in Chapter 4 where he tells Arthur he’s leaving camp to help rescue Wapiti youth from reform schools. They were already being provoked into fighting long before Dutch got himself involved. Peytah even says himself that nobody made them do anything.

Dear #PointZero This is SUPER important to me and I am frustrated by it :(((
I have looked everywhere and found nothing. If you know, what triggers camp random conversations and encounters between two members? The very first time I played the story right on release (PC) we used to be able to comment on the encounter between two (or more) members right away but now I cannot say anything (what am I missing?) Also when observing a conversation between two members you can take a side but I don't know how that exactly works, is it locking on the member I want to take a side or the other way around? Last but not least, how to prevent multiple events from happening at the same time in the camp? Like you are talking to Hosea then you hear Grimshaw fighting with someone somewhere and by the time you get to that event, it is over. How to handle or prevent this? The very first playthrough was so immersive and amazing but 3 playthroughs afterward are never the same (Maybe rockstar changed some stuff) but please please as a Christmas gift help me understand the mechanic behind the camp conversations and events and how to get them to trigger as well what I mentioned above. I will love you for eternity.
    You are awesome! 💖☃️🎄🎄🎄☃️💖

@@commandermike2886 Any idea why? For me, what I mentioned above totally killed the story mode! Camp life is the core of the game and before the release, I watched the playthrough twice (PS4 on YT) and then I played myself and it felt more lively and interactive, as if what you do and how you react matters. Now you feel like an observer who can only watch (sometimes while watching one of 3 other triggers at the same time and enrages you) I still sometimes can respond but no idea how that happens or why it does not happen. (one clear example: When Pearson yells at the whole camp that we are going to starve you get to say, "Are we really that low?" now... nothing. Someone help me, please!!
