Maybe they get a high number of bikes stolen, they implement the license to tackle crime. You know, like when your bike gets stolen and you probably want it back, how else will they find out if someone else riding your bike has stolen it without keeping a record?

Well it's good their bikes were taken. These kids are riding recklessly. Their bikes should be taken often and given back after paying hefty fines.

I'm from a rual area in the South, and we just rode our bikes all over the place as kids. I could never imagine needing a license for a bike or having a bicycle impounded
Perth Amboy is on the outskirts of NYC so it's pretty urban. They probably wouldn't have gotten crap about the license though if they had been obeying traffic laws.

I'm pro police by no means but they invited the man into their lives. Just ride the bike like a normal fucking person and don't violate obvious traffic laws.
IMO the license is mostly a way to enforce law against bicyclers that routinely break it, you can ask anyone in the world that lives in a big city how many bicyclers act on the road. As someone who used to ride a bicycle according to the law (now using electric scooter) I can tell you how horrifying bicyclers ride around, red lights aren't even a suggestion, they're outright ignored so long as they THINK they can slip through to the other side, most of the time they can't and it forces drivers to brake hard in the middle of an intersection with many vehicles right behind forced to do the same.
Facts! Not growing up in the South but I grew up in the 70s and kids had so much freedom and normalcy. Today, kids have soooo much crap to face in this world.
Needing a license to ride a damn bike might be the dumbest things I've heard in a while. I get having the other laws dictating how you're supposed ride the bike, but the license thing is just another form of control from government. Its so stupid.
I mean it make sense. I don’t see the problem. Technically it’s a vehicle. I assume the same logic is apply from cars, motorbike, electric scooters. That being said the situation handle from the cops was just backwards.

If he tried to override his superior's demand that they stop or will have their bikes taken and they having chose to continue evading the police (which is a crime that often results in impounding by the way), then he could have been penalized for insubordination.
I agree he appeared to have good intentions. I would not fault him for the fact the sergeant let him unknowingly lie and do his whole speech while she watched with her own plans all along. The problem is where she let him say one thing without any interruption or contradiction, which would seem like implicit agreement but then went ahead and took the bikes. It's bad optics because it makes it look like a good cop is tricking them and then being overruled by a bad cop (and the bad cop wins).

As another poster stated, all the police did by doing this, was to insure that the kids will NEVER stop for the police again. As for a bicycle license, yes, when I was a kid they had those, but they were not mandatory. Their sole purpose was to register the bicycle, in the event that it got stolen, as well as to generate revenue for the city.
Are you one of the stupid riders in the video? What this will do is maybe make the "kids" grow up a bit and stop being morons. If they want to ride like that, it won't be in Perth Amboy because they know those cops aren't playing around. The cops did the right thing by taking their bikes and arresting the one kid. Also at least one of the riders was 18.
I’m from New Jersey too. I remember the cops would drive around with a big dump truck following them and just take our bikes and assume they were all stolen. They would say “if you didn’t steal this bike tell your parents to come get it with the receipt and registration “

The kid “guys, just shut up and let ‘em talk” shows a sign of emotional intelligence and how to de-escalate. Honestly as kids, even if it isn’t earned, showing police a little bit of respect goes a long way, especially when you’re all doing it as a group.

I disagree. I'm from South Florida. This kind of reckless behavior is EXTREMELY common. On Christmas Day every year we had a hard time just leaving our house and driving down the street. The kids are disrespectful, profane, aggressive and deviant. In some places, very congested places, it's often necessary.

The police can earn respect, if they want respect.
They have earned every ounce of the disgust much of the public has for them.
The amount of respect a person has for police is almost ALWAYS inversely proportional to how many times they've actually had to deal with them.
I think it's the actual bike that needs to be licensed not the rider. It's 50 cents/year BUT it's up to the police chief to decide whether or not to approve the license -- that's awfully vague and usually the SCOTUS rules against vague laws and ordinances like this.
The rider doesn't need a license, the bike needs to be registered. So if the PD recovers a stolen bike it can be easily returned to its owner.
I think that the officer in the white shirt should get an A. His original and lengthy interaction with the riders was replete with efforts to de-escalate, and he was willing to let it all go with a warning. But when the female officer had more to say about the situation, he backed her up, as he should in this case

Yeah the one in the white shirt I think he was thinking boys will be boys and we're giving them a chance he didn't look happy when she took their bikes. I kinda felt bad for them till I seen them going through the shops they could hit a kid plus I don't like that they have no helmets on my kids not allowed to ride bikes or scooters ect without a helmet

The kids were definitely riding recklessly and should have been stopped. The cop in the white shirt did a great job. The female cop just made sure that they won't trust cops and won't stop next time.
If you call that reckless? Then you'll be shocked of how we rode our bikes in the past.
From what I saw of their videos. Their riding is tame.
I will say, them riding through pedestrian areas in the mall was bad. But the main story out on the streets? Shouldn’t have been any problem. Maybe tell them to not cross the centerline.

@@Rudofaux It suddenly becomes a problem when somebody is driving around, obeying the laws of traffic and then they smoke a kid on a bike who came out of nowhere. Two lives ruined. Obviously it is great that people are riding bikes around, but nothing makes me more nervous while driving when encountering a peddle biker riding in the middle of the street like a car.

It's a local government thing, so it means you cannot travel anywhere on a bicycle without (1) identifying local jurisdictional boundaries (2) researching local statutes (3) figuring out how to apply for said licenses in all applicable jurisdictions (4) wait for all applications to be approved.
These laws are so outdated that I wouldn't be surprised if it takes months for the authorities to figure out how to process an application if someone actually tries to submit one. They really only keep them on the books to have something that everyone violates as a last resort if nothing else sticks.
And if local fiefdoms can require you to have a bicycle license, what's to say they can't arbitrarily require you to obtain a license to wear shoes while walking? And while it's not about the cost today, if they can constitutionally charge a few cents, they can constitutionally charge prohibitive amounts as well.
The lesson that these kids took from this interaction is to never stop for the police and not to believe anything they say.

Because he made those promises with the assumption that they hadn't been warned. That's exactly what you're supposed to do: reassess once you have additional information.

Do you blame her? The attitude of the bike riders was terrible and disrespectful not only to the police, but to the other citizens trying to go about their business. They definitely earned that F grade.

@@Kilhunter13 They're all young kids. What do you expect? If they didn't know the laws or know exactly what they can or can't do, you can't really blame them. This is why the social justice system is corrupt. How do you expect people, especially the youth, to know what they can or can't do, when there is no program or organization to help them understand and acknowledge it. Most people don't like police, so you also have to understand that relationship as well. All you see on media growing up is negative situations involving police, as young people, you inherit that mentality and mindset. Don't get me wrong, that cop in white displayed absolute perfection on how to initiate conversations between the public and police, but when you get told one thing, but then immediately get told another, you can understand their frustration. They were compliant to the officer who was respectful to them, now would they have listened? Who knows, but you gotta allow people to learn, before you allow them to grow. People respond much better to dialogue like that rather then someone yelling and threatening to take their bikes. It's how the mind works. Everything could have been better handled by the lady cop. She was rude and aggressive, and was met with that same energy. You gotta come into situations that are already being handled properly with the idea to teach and respect.
@@Kilhunter13 yes, I blame her. This first cop was issuing reasonable warnings and seemed to have under control. What's more, she broke the agreement he made. She is the who unnecessary escalated the situation.

I am Dutch and I have been watching this video with amazement... Americans should take an example of the Netherlands.
You don't need a bike license, wear a helmet and there are proper bicycle lanes everywhere.
This feels like a reactionary law. There has a problem (people riding bikes like madman in the middle of trafic or public spaces with lots of people, like the situation in the video) and they need a way to take those people out of the road thus biking licences has created - it not enforced unless the person is being a dick and need to be taked out.
And yes the city planning has a lot to do with it, but that is not something fast to do (look at Paris for example of a recent change in planning) and american culture is the biggest problem. They use cars to go everywhere since everywhere is kinda far and the cities were made to comport that which made the problem even worse as being a pedestrian became difficult
@@marpj6138point taken on bad city planning and large distances that require cars. Having said that… when I went to high school I needed to cycle 22km to school and back and did so for 4 years so in the end the distance can be overcome. Comes down to bad city planning… what’s stopping them from changing policies and adopting more eco friendly ways of transportation?
Furthermore, start with education… when I was 12 there was a practical and theoretical exam as a part of the school curriculum enforced by the government. Though passing the exam was not mandator it did teach young children the basic principles and the rules of the road.
Furthermore, the rules of the.road also stipulate that the weaker participants such as pedestrians and cyclist have right of way in many cases and as example when a pedestrian wants to cross a road on the zebra/pedestrian crossing generally people driving the motor vehicles will stop and allow the pedestrians to cross…
This all in combination with proper theoretical and practical training that can only be done via certified driving instructors and very strict exams to acquire you motor vehicle licence and no learners licenses that allow you to drive with little to no experience.
In the end it comes down to mindset and allow me to explain… in 2008 I immigrated to South Africa and there too they have similar problems as in the US… large distances, bad city planning and historically not a cyclist friendly nation.
I noticed that my wife, a born and breed South African would rather spend 15 min driving around the parking lot of the mall to find the closest parking spot instead of parking the car at the first free space available and walking the maybe 100m difference (she does not drive for 15min around the car park anymore).
Its this type of mindset that I also notice in other countries that is the limiting factor. Sure due to old medieval city planning in a large amount of cities in the Netherlands where cities are often more that a 1000 years old and are simple not suited for high volumes of motorised traffic which leaves you no option but in order to change you need to want to change and I find the adaptation of new, alternative (often eco friendly) and public ways of transportation much quicker and progressive in Northwest Europe than in for instance the US.
You could almost say that it is more difficult to acquire the skills to work at MCDonalds than to operate a motor vehicle.
I grew up in a middle large Dutch City and I cycled everywhere from the age of 6 or 7.
Cycling in the city centre of Leiden as a 10 year old daily to go to school on the other side of the city, no helmet, no bicycle license etc manoeuvring daily city traffic such as cars, busses, delivery vehicles and other types of traffic and it didn’t kill me, my friends, classmates etc
This is one tiny state in the entirety of the us I as a an American have never heard of the bicycle license before this video trust me certain states are just different

On officer401's youtube channel he talked about how there is always 1 officer in every department that will show up to a perfectly calm scene/traffic stop and then 5 minutes later a fight breaks out.
Arrests should be very uncommon, reserved for times when a person is genuinely a threat to other people. For a non-violent offense like this it is totally unacceptable to cage a person even for just a few hours. I believe we have to change our thinking on arrests.

As a Dutch person, I kinda feel personally attacked by just the idea of a bicycle licence.
That, coming from a Dutch person, about an American tax/fee/government required license, is terrifying.
Who puts government mandated fees on a bike? Even if it costs so little, why subject your citizens to extra government regulation and penalty of law to ride a bicycle. Want to give my running shoes a government issued license too? I can run THIS fast!

@@AstrosElectronicsLab Dutch is not an ethnicity. That would be Germanic in my case. However, being Dutch is relevant because biking is vital for the Netherlands. We are well known for that. If you are interested in that I would suggest the channel "not just bikes".
@@AstrosElectronicsLab Since you asked, allow me to be bore you! The Dutch have a very high tax rate that funds thier social programs and Healthcare so people don't have to have health insurance to get medical care and not pay a small fortune.
It's not an ethnicity thing. It's a poke at taxing something as small as a bicycle from a country that may as well tax every fart you make to fund the government.
It's probably a case of "it a weird law exists, it's because someone ruined if for everyone". My guess is that there's been a history of people on bikes that haven't learned how to behave on the road. There's a big difference depending on the city you live and how much bicyclists are part of "normal" transportation. A city like Portland, Oregon is super bike friendly. But most American cities are poorly designed for bicycle transportation. (and I envy such Northern European countries)
It was a hot mess. When the cops contradict each other their credibility is shot.
Probably one of the reasons why they cover each other, even when obviously in wrong and wont stop collogues from breaking the law.

I guess that's the reason why she took the bikes. She encountered the group before and told them she would take their bikes, if they keep riding. They kept riding. Later they stopped when there were police from every side and they couldn't dodge them anymore. Now the other cop didn't want to take the bikes, because he wasn't aware of the previous situation and thus he condradicted her previous statement. At that point there wasn't a single way out without any contradiction. Since the female officer had a longer history (even though it was just a few minutes) she probably didn't want her previous warning to be void.
While she could have handled the situation better she was totally justified in doing what she did. Just because the the first officer was unaware of the previous interaction doesn't take away her credibility. What I would have done is talk to the Lt. (I'm guessing that was the first officer) and explain my reasoning for wanting to take the bikes and if he agrees then go from there but let him continue to handle the situation as he sees fit. In the end these bike riding idiots deserved to have their bikes taken. Maybe not the arrest but we didn't get to see and hear the entire interaction with him.

Many towns have a bike license. They were mainly to register steal-able goods, like early titles to your bike.
I ride a trike and they're expensive. I was advised by my LBS to make a copy of the bill of sale and some ID and hide it in the frame. If someone nicks the trike while I'm in the restroom and law enforcement finds them, opening the frame is a sure fire way of showing who owns the trike.
The first cop understands the greater good. Build a relationship with the kids, give them a break on the little stuff and reward them eventually doing the right thing and it pays dividends. The female cop arrives, destroys any good will and trust the first officer built because her ego was bruised and now you can bet these kids will never stop for police again, will be unlikely to help police out if they need witnesses, will be unlikely to consider going about things the right way and applying for a bike license etc. And what did she achieve?

Lots of anti cycling laws in that town. I've never heard of licensed bikes anywhere before. Seizure of bikes on a whim will only make the kids more anti cop. The first guy de escalated the lady cop was on a power trip.
I remember having to register my bike with the city of St. Petersburg, FL around 1990. We moved to another part of the county later that year where that was not required. I also recall that it supposedly had something to do with bike thefts.
Anecdotally, my bike was stolen from my school that same year and I was told by the officer that it was unlikely I would ever see it again. I managed to track it down by visiting a local bike shop. The thief had tried to sell it and left contact information with the owner. He correctly guessed that it was probably stolen and told the thief he wasn't interested but asked for contact info in case he changed his mind. The SO was nice enough to go pick it up for me when I called them with that information. The registration sticker was missing and I had to get a new one which was my first lesson in regulation for profit.
Now I need a license to enjoy my hobbies too.

The grades seem reasonable, though I'd think the first officer deserved higher or should've been graded separately. With the information provided, he handled it quite well. They waited until after the fact to come in, tell him differently, and order the bikes to be confiscated. I don't even think they were that out of line from a legal standpoint. From what I can tell, this wasn't their first interaction.

Quite some time ago I had my bike stolen and a few days later I seen a bike that looked like mine sitting at a 7-eleven. Now had I been able to positively identify that it was mine via the central code or whatever could I have “stolen” it back? Or should I have called the police now unfortunately I had lost the code. Just wondering should it happen again but I’ll have the code this time if it dose.

A supervisor can give a break but if another officer decides based on other circumstance that they want to arrest, that supervisor cannot do anything about it because it is a lawful seizure. Each officer has their own discretion based on circumstance and has the authority over a supervisor to make an arrest if given lawful information. I find it dumb that they are not allowed to ride bikes without licenses, but the more "important" issue was them riding in the street.
If this amounts to an arrestable offense then I would've been a career criminal by the age of 8

Here, in Switzerland, the police goes to schools and teaches kids on how to ride a bike safely. The younger kids get taught on how to behave as a pedestrian.
They have programs like that here in America too but people just don't learn from them...its the same for drugs and stranger danger but we still have problems with them too

He was stopped because how he was riding his bike not because he didn't have a license plate for it. He arrested for obstruction when the officer tried to take the bike. He does have a case since the officer seized the bike by holing onto the handle bar before she charged him.

Honestly, as a European, it's absolutely mental that the US police system works the way it does, as well as how bicycles are treated. I live in the Netherlands, where everyone owns a bicycle, a license to own/operate one does not exist, almost nobody wears a helmet because cities are designed around walking and cycling instead of driving a car, and becoming a police officer requires years of intensive physical and theoretical training. The number of shots fired in a police officer's career can usually be counted on one hand, if not a closed fist.

@@daylen577 I live in O'Fallon, Missouri, a little west of St. Louis in the U.S. I definitely agree with you, out here even, we don't need licenses for bikes, the cops ask we wear helmets and have ample lights and reflectors but don't enforce it. The city is definitely built more for motorists than cyclists, which pisses me off to no end (i.e no sidewalks on some roads or even no shoulder with highly dangerous bike lane placements on the roads with no safety from vehicles). I wish our country was more like yours when it came to bikes, hell, the cops here like to stop you if you're walking at night with friends (I'm in my 20s) even in a busy area. Biking its less but they always find a way to police for profit. All the best to you

@@StepOnLegos1 It's pretty great here, you can walk or cycle almost anywhere within any given town or city, and between towns there is almost always at least one major bike path protected by a wide shoulder.
As for laws, you are required to have front & rear light when cycling at night (can get a fine without), but like I said almost nobody wears a helmet. Cycling in the Netherlands is 10x safer than driving a car in the US.

I'm kinda shocked by this but I do understand it. I've had cyclists ride 20mph under the speed limit in front of a long line of cars for miles in a non-passing zone. I've had them throw rocks at my vehicle after rolling my window down and asking "dude what's your problem?". I've had them run red lights and cause me to slam on the brakes before I ran them over. I've seen them run stop signs and hit pedestrians. I've seen them break countless laws and flip you the bird. The list goes on. Many cyclists absolutely feel they are above the law and are extremely arrogant. They are like this because there is no way to identify them. Imagine what motorists would be like without license plates and it starts to make sense. I'm not sure about this particular city but in some places i could see this policy be reasonable.

Insurance, taxes, schools, cost of living, that’s why so many are leaving that state. And that area, Perth Amboy and Middlesex county as a whole smells like chemicals that will eventually kill you. Yes, because how dare an officer act based on the law. Isn't that what we want? We elect people to write good laws and appoint judges who will ensure those laws are interpreted justly, and we expect officers to execute the law within reasonable limits of their discretion. Many of these riders were breaking several laws. I do not like the first officer's use of discretion. If a group of motorists were being this reckless, we'd say we want their licenses suspended and their insurance rates to go up. Why do cyclists get a break?

Honestly, this seems like a case of way too many laws, an officer with an authoritarian streak a mile wide and just as deep, and monkey see-monkey do with the other officers. The first officer who just talked with the riders handled it appropriately, I figure. Educating on what to do and what not to do rather than coming down on 'em for trying to have fun, and having a primary focus on ensuring safety. The others officers...undid his work by going along with a questionable call. Just because you _have_ the legal authority to do a thing doesn't mean you _should_ do it.
That said, yeah...the riders were definitely being stupid about it, which is why I think the first officer did so well. But I'm also not aware of NJ having much, if any, places for riders to go and have fun like that. It's a small, highly urbanized state, so...dunno how much free space there really is there. Skate parks might exist, but they're not really designed with bikes in mind, usually. Too small, and too many obstacles. Still, if there _were_ better venues, and they chose not to use them...that'd modify my opinions on the matter at least a little bit.
