Your example is flawed, you say there is no evidence based medicine partly because we don't know the cell down to its atoms etc. But the same could be said about your construction example in the beginning, it might be known down to the last nail but the nail is also made of atoms. So with your own logic there is no such thing as evidence based construction. So either medicin is evidence based or nothing really is, since we can't explain everything on anything.
