The legs are not fixable, the black dot in the centre of the white spots is normal and very usual for dolls with this white spot condition, it’s just the rubber breaking down.

Hi Chad. Love your flea market doll shopping. Nice haul of flea market items. Great prices. I've been looking for Bratz and Monster High dolls in my thrifting. I found a G3 Lagonna fully dressed, no accessories. And, one newer Bratz post 2015. Keep the doll thrifting and flea market shopping going. I love the Skulltimate secrets dolls. I have Frankie and Draculaura from Series 1. Love your channel ❤

DO NOT get Barbies with spots like that on their legs! That means it started the decaying process and that can spread through contact to other dolls.
