Hi Cameron. Engine looks awesome. However you need to remove that washer you fitted to the power valve lever arm. It needs to have free play to allow the arm to rotate around the shaft it is on. This is so that the arm opens & closes the power valve via the spring.
As well as enlarging & restricting the exhaust port to alter power output as you mentioned, the power valve is positioned above the port to allow the valve to change the port timing. This is the main way it alters the power output. Port timing effects the power a similar way to valve timing on a four stroke engine. In cars they call it Variable Valve Timing (VVT). So the power valve is the VVT of two strokes.

I have said it before, but you are an inspiration dude, not just what you have been through, but what you do on your channel, I been around bikes along time, am a car guy and into my 4wd off road projects, your attention to detail, work process and explanations are second to none, you don’t take short cuts, don’t miss the small details where I feel allot of others focus on big mods, bling eg pile etc and miss little things, like new studs or head bolts, cleaning detail, the work you did on the PV parts for example, not just this build, if anyone wants to learn how to work on bikes they should be watching your vids and filming too dude, while sometimes time lapse might appear useful you rarely do that and hence allot of important steps are not missed, for me anyway as a gear head, it’s almost therapeutic to watch your builds, even though I have done it myself many times, but we learn from each other, why I watch and have watched many channels over the years, talk to engine guys even if can pick up one thing, it’s invaluable ime, do anyways dude, thanks again for keeping it Pryme, can’t wait to see and hear this bike rip.
I would love to this this and your CR250R rip around your track for a couple of laps before you give it away, someones going to win a great bike.

Beautiful engine! That tool you're looking for is a Box end crows foot! You can get them with 1/4", 3/8" or 1/2" drive ratchets, extensions and torque wrenches.

Love the videos cam, good quality as usual. As for the your nuts, on the cylinder that is. Motion pro make a torque wrench adapter tool that will make your torque wrench fit on the cylinder nut in the power valve orifice.
