Genos told the truth by admitting he was responsible for destroying the building. But the Hero Association assumed that meant he took out the entire House of Evolution, hence the S ranking.
Well, not exactly. He would have got S rank regardless of them thinking he took out the entire House of Evolution. The amount of destruction he was capable of destroying the upper building (and the mountain behind it) was more than enough to consider him S Class.
Personally I subscribe to theory that Saitama is so strong that in the written part of the exam without the context of his strength makes him look like a crazy person. "You find yourself amidst 15 Disaster level Wolf monsters, what do you do?" "I punch them." "You find 4 other higher ranking heroes have fallen to an unknown ranking monster, what do you do?" "I punch them." "You witness a disaster level Dragon monster in the midst of wrecking a city. What do you do? "I punch them." If you didn't know how strong Saitama is, you'd think his answers are reckless and stupid. Yet somehow Saitama still passed with just the physical exam, which makes me think the test was designed by someone who had this exact situation in mind. They probably realized "Heroes who are just at such an insane level might come along, how can I make it so it's guaranteed they pass? If they become a C Class then they should easily work their way up."

Lol what is this chaos of an intro? 😂 I’m kinda loving it though. The hero classes go (from highest to lowest): S, A, B, C. (Don’t really know the exact reasons why but it seems very common Japan/Anime thing. If there would have been higher classes above S those would have been SS, SSS etc) So Genos is lowest in ranked in his class S, but still the highest possible class from the start (there aren’t that many S class heroes, but as you go down in classses there are more and more of each class) Saitama is in C. As they mentioned at the start, Mumen rider (“licenseless rider”, the bicycle hero, the joke is he was speeding on the way to a crime scene and lost his drivers license and therefore has to ride his bike now) is the number 1 in C class.
Still its insane to see that Saitama split both the clouds and the mountain just from the shockwave from a punch that he didn't even land in the first place. Mind blowing it is.
Last episode we had Sonic with a redundant name. This episode it is “handsomely masked sweet mask” or “amai mask”, A class rank 1. (“Amai” means “sweet” in Japanese.)

I'm mainly judging story and writing ability here, which is why stories that lack in writing but have beautifully done animation generally don't rank as highly, and why One Piece does despite severe pacing issues in the anime. Oda is a brilliant writer, and especially his foreshadowing at times is without competition.

Regarding the suit colors this is a joke: There a sweet in Japanese called "anpan" and a brand of such sweet have a mascot called "Anpan-man" which have a costume similar to Saitama, but with inverted colors. Also "one punch" pronounced with terrible Japanese accent sounds like "wanpan" which make "one punch man" sounds similar to "Anpan-man" and so Saitama's apparence is a reference to this pun.

He was literally going to pull a Karen and talk to the manager because they gave him a C ranking. Genos is the biggest and greatest fan of Saitama, and everyone who disrespects him immediately goes on Genos' shit list.

"Just one punch" So the jury didn't believe and took it as a joke like saitama didn't take the exam seriously, so they just gave him a class c hero
