Pink Floyd's stuff before Dark Side of the Moon has a similar vibe. There's a band called Hopewell with a song called Safe as Milk that catches a similar feel to this song.

Take this with a grain of salt though, I just personally connect with it in an entirely separate way than you do. It's not like either of us are Jack Stauber or know what he was thinking about while writing this piece, anyway lol.
