I haven't done the program, but in my own experience training for pop-ups, the difficult sticking point for me is getting that front foot far enough forward to be centered front-to-back on the board. This requires a great deal of hip mobility and core/leg strength. You are correct that you can't push off your feet. However, the video has valid training points in the 1-2 steps: back foot first w/ tripod created with your hands, followed by pulling front foot forward into place, finally lifting your hands off the deck. If you can do that on a bosu, then you can definitely do it on a shortboard. It seems to me that once you have this part wired, then making the adjustment to pushing off your knees (not the same as popping to your knee) isn't that big of a leap.
One point is that on a short board you cannot push off using your feet. Your feet are hanging over the edge of the board in the water.

Same principle applies. If you are regular, Use your knee, right foot left food. Its effortless
back foot landing on the board first is a sure way to slow you down and get the wave pass you by without lifting you
I noticed on the video to the right that the front foot (tors) is pointing forward - is that recommend or just bc u are practicing on a Bosu?
