My cameras caught city workers turning off my water when they got the wrong address on their work order. They came out and fixed it in less than an hour once they found out I had proof they are the ones that did it.

Generally, you have to get the other party's consent to to this, and they have to sign off on the changes, but if the person responsible just accepts it without question, then either they have to abide by the new terms (especially if it was just rubber-stampped through) or the contract becomes Anulled.
This sounds like she just filled out the required identifying information in the contract. This would not be contract alteration. This would be a prepared contract situation. The property owner would still have to sign agreeing to the contract and that the identifying information is correct. Nothing in the story indicates that she forged his signature.

I don't get with all these stories why they always wait till the very end then get a lawyer instead of confronting it head-on before get to that point.
