Tijuana is more dangerous than Juarez right now. Juarez has been dropping out of the top ten most dangerous cities at a steady pace. Juarez still gets about 1500 murders annually though.
Juarez is actually Mexico's most dangerous city or at least was in the recent past (it keeps changing). Unlike most of Mexico, many of the border towns including Juarez have huge junky populations (Tijuana is even worse) but Juarez is also plagued by street gangs and random street robbery etc. in addition to the cartels. Mexico as a whole has far lower rates of hard drug use then the US, but it's still a growing problem there and some of the border areas are major junky towns...
Tijuana is much more prosperous than Juarez. Unless you enter the absolute worst barrios in the city, there's really not much danger in Tijuana. The biggest headache is steering clear of the money hungry police.
