If you're asking about the RC Pro. It definitely has the DJI Fly App on it already. The original Smart Controller has the Go 4 app and the DJI Fly app...
Anyway... to try answer your direct question... the app has more to do with the drone that's connected to the controller. For example... on my original Smart Controller, when I have the Mavic 2 Pro connected, it's only compatible the the Go 4 app. I get an error if I try and open the Fly App...

Couldn't find Middleloop content on the RC (RM330) - likely due to the inability to support anything beyond the embedded Android build it ships with. That's a shame, but DJI built, and priced it to be a viable option to RC-N1, providing a decent display, not to be an RC Pro SE. With a "swap for RC-N1 price" around $150 USD and standalone price of just over $300, it's hard to fault, as long as you keep expectations in check. The many RUclips RM330 vs RM510 videos are a bit silly. I don't think there's anyone cross shopping these two - nor should there be.
Those complaining about the RC (RM330) abilities are undoubtedly the same folks who a) Thought Mini 2 needed more capability. DJI: Mini 3 Pro. they revert tp "too expensive" - DJI provides Mini 3; "but it doesn't have blah blah!" - sense a pattern here? DJI does good market research. If you want something for nothing, that is not DJI doing something wrong.
