Atari really shot themselves in the foot by promoting the Jaguar as the ultimate 64-bit über-system. Advertising it as some sort of quirky retro system would probably have been a better idea.
On RUclips I saw a video of the Atari Jaguar games launch 1994 VHS tape where we can see in the main menu 'No modem' in my opinion this game was build to play online that can explain why there is only one opposite car in this game. Online with many other cars should be more interresting.

@@thomascharnockI saw the diary of a developer Éric Smith on Atarimania yesterday too. The diary ends on september, two months before the game been sold. It's really a long time. I think the modem mode is somewhere on the rom of the cartridge but disabled due to modem periferal cancelled.
