I don't think they are bugged, they are just intentionally worse than normal for some weird reason
They tried to disadvantage her following the other stats they gave her. I still think bmwl is better, but one would have to do some tests to figure it out

What is the base attack value at lvl 80?
How does her max health damage reduction works
At 7 stars she does 6% hp reduction with every special on a burning opponent up to 30% and then the hp reduction stops
