I’d more interested in seeing how Hawkman goes with him as Damage Dealer … Everyone is use Black Adam, he only does so much damage. Tag back in peacemarker, get peace stacks, tag Hawkman in … do a few hits & see what a special will do while still having peace stacks / peace shield …
Try with TB on ROKBA or hawkman and use PM as a support. Tag-out with PM as soon as he's built enough peace stacks to get the buff as soon as possible.
You weren’t getting his dmg boost because you didn’t have his sheild activated. You haven’t switch characters and tag another one in with his peace stacks up in order to activate his dmg boosts. Also he’s a support for rok he’s not meant to be a dd.

Peacemaker is not a damage dealer in my opinion, it is not convenient to run a shield with a double replacement.

Rokba should have the Twinblades i think, you only get the AP bonus when teammate tags-in
