im Autistic, so if the wondering of why they looked at the dog first was only meant to be rhetorical, i apologize first and foremost. if not, i think i may know the reason they looked at the dog before the man. im not a medical professional so take this with a grain of salt, but i believe the reason the medics took a look at the dog before the guy was because, since he turned out okay, he was able to communicate pain, discomfort, or any possibility of injury to the medics but a dog cannot. so the result of the triage in this situation would prioritize the dog as there are more unknowns/uncertainties about the dogs health (especially since dogs are a bit more fragile than humans, on top of the inter-species communication barrier) and since the man was in fine condition, the dog took first priority. i hope you both have a lovely day!!
