Libraries are not available for Macs; so, if you have a Mac, then you won't have a library panel. (I made this video before I knew that). I don't have rhino8 but after a little research it looks like (if you have a Windows computer), that you might be able to "show" the library panel by going to the menu across the top selecting the following menu options: Window > Panels > Libraries. (But I don't have rhino8, so I'm not 100% sure)
You can put other folders in the library folders, and in the library window it will work like a file browser. And you can add any folder you want to the list of library folders in the dropdown menu. So, you can add the child folder of a library to the list of library folders in the dropdown menu. Then you can access that child folder in the dropdown menu AND in the parent library folder. (I do this). However, I don't think you can nest folders in the dropdown menu itself. It looks like it only a simple list of folder names.
I think this has changed for rhino 8 because I have none of those options available. The libraries tab doesn't exist.
