Nothing helped, the one thing that helped was when you go Tools and select Preferences next to All option there is reset preferences, did that saved and all worked fine
never even though about that for myself cuz I always use 64bit version but my friend have this problem so I'll ask him to compltely remove VLC and make sure to download the 64bit and see If he really get a different result !
Nope, sorry... EVERYONE suggests the exact same things over and over and over, also adding a greater cache and other things. No go... Turning off Hardware Acceleration like you have it also DID help some. These changes improved it maybe about 70%, but it is still not smooth.

Most of the time the problem arises because you are using 32 bit version of VLC and not 64 bit version (if your system is 64) that is it

great but i suggest you to try the best media player which is AIX Video Player which plays any 60fps or 4K HDR easily
