It is only about syllables stress. We hear the complete sound of vowels only in stressed syllables. In words like 'deserve, or destroy', we quickly say the first syllable, and instead of saying it DE, we say DI and say the second syllable with stress so we hear the complete sound or vowels. This rule is for words that have the same pronunciation but different spellings and belong to different parts of speech, which are nouns and verbs. Hope it's clear.
