The whole video is a tribute to black culture and entertainment of the 1920s to the 40s specifically harlem. The suit they wearing are called zoot suits and it was more associated with black people because some of them were exaggerated and oversize similar to the baggy clothes fashion that gets associated with hip hop back in the nineties. That's why you see the little girls dressed in a certain way because that's how children were dressed like back then put into their sunday best clothes.
