I am so confused is that first double crochet in the circle count as the first of the 17 or do you mean do the chain up of three then the 17 so that will make it 18

I’m confused, I have followed the pattern to the T, the bell is turning out lovely but it is massive! It’s as big as my palm if not bigger. Is it meant to be that big???

I took the time to write down the instructions:
Crochet Christmas Bell Decoration
Using a 2.5mm hook and sport weight yarn.
Round 1: Make a magic circle and ch3 (counts as 1DC). 17DC into circle. Tighten circle. Slip stitch into 3rd chain of ch3.
Round 2: Ch 3(as 1DC)+ch 1. 1dc in next stitch + ch1. Repeat around. (18DC) Slip stitch into top of ch3.
Round 3: Ch 3(as 1dc), 1dc in ch1 space from prior round. 1dc in next stitch, 1dc in ch1 space, repeat around. (36DC). Slip stitch into top of ch3.
Round 4: Ch3(as 1dc)+ch 2. Skip one stitch, 1dc in the next stitch, ch 2, repeat. (18DC) Slip stitch into top of ch3.
Round 5: Ch3 (as 1dc)+3dc in same stitch. [Slip stitch in next stitch (top of next dc). Ch3 + 3dc in same stitch.] Repeat around. Slip stitch into base of ch3.
Round 6: Slip stitch to get to the tip. Ch3(as 1dc)+ch2. 1dc in ch3 space of prior round, ch 2. Repeat around. Slip stitch in 3rd chain.
Round 7: Ch3(as 1dc), 2dc in ch 2 space of prior round. 1dc in next stitch (top of next dc), 2dc in next ch 2 space. Repeat around. (54DC) Slip stitch into 3rd chain.
Round 8: Ch3(as 1dc)+3dc in same stitch. Skip 2 stitches, slip stitch in next stitch. [Ch3, 3dc in same stitch. Skip 2 stitches, slip stitch into next stitch.] Repeat around. Slip stitch at base of ch3.
Round 9: Slip stitch to get to the tip. Ch3(as 1dc)+ch4. [1dc in next tip, ch 4.] Repeat around. Slip stitch in 3rd chain.
Round 10: Slip stitch in first space. Ch3(as 1dc)+3dc, ch 2, 4dc in same space. Skip one space. 4dc, ch 2, 4dc in next space. Repeat around. Slip stitch in 3rd chain.
Round 11 & 12: 4 slip stitches to get to the first space. Ch3(as 1dc)+3dc, ch 2, 4dc in the same space. Skip one space. 4dc, ch 2, 4dc in next space. Repeat around. Slip stitch in 3rd chain.
Round 13: Slip stitch to the first space. Ch3(as 1dc)+4dc, ch 2, 5dc in same space. 5dc, ch 2, 5dc in the next ch2 space. Repeat around. Slip stitch into 3rd chain.
Round 14: Slip stitch to get to the top of the 3rd dc. Ch3(as 1dc), 1dc in the next 2 stitches. 3dc, ch2, 3dc in space. 1dc in the next 3 stitches. [Skip 4 stitches, 1dc in next 3 stitches. 3dc, ch2, 3dc in space. 1dc in the next 3 stitches.] Repeat around. Sl st in 3rd chain.
Round 15: Sl st to get to the top of 3rd dc. Ch3(as 1dc), 1dc in next 2 sts. 3dc, ch2, 3dc in space. 1 dc in next 3 sts. [Skip 6 sts, 1 dc in next 3 sts. 3dc, ch2, 3dc in space. 1 dc in next 3 sts.] Repeat around. Sl st into 3rd chain.

Round 18: Sl st to get to the top of 3rd dc. Ch3(as 1dc)+ch2. (Skip a st, 1dc in next st, ch 2) twice. 1dc, ch3, 1dc in space. (Ch2, skip a st, 1dc in next st) three times. Skip 4 sts, 1 dc in next st. Repeat around. Sl st in 3rd ch.
Round 19: Sl st to get to the next dc. Ch3(as 1dc), 2dc in space. 1dc in next st, 2dc in space. 1dc in next st, 3dc in central space. (1dc in next st, 2dc in space) three times. 1dc in next st. Skip 3 spaces, 1dc in next st. Repeat around. Sl st in 3rd ch.
Round 20: Sl st to get to the 3rd dc. Ch3(as 1dc)+ch2. (Skip a st, 1dc in next st, ch2) twice. Skip a st, (1dc, ch3, 1dc) in central stitch. (Ch2, skip a st, 1dc in next st) three times. Skip 4 sts, 1dc in next st. Repeat around. Sl st in 3rd ch.
Round 21: Ch1(as 1sc), 2sc in space. (1sc in next st, 2sc in space) twice. 1sc in next st, 4sc in central space. (1sc in next st, 2sc in space) three times. Skip next central space, 2sc in next space. Repeat around. Sl st in first chain.
Round 22: Ch1(as 1sc). 1sc in each stitch. Sl st in first chain.
Round 23: Ch1(as 1sc). Make sc st-s till you get to the central top stitch. In top central stitch, make (1sc, ch3, 1sc). Repeat around. Sl st in first chain. Pull yarn through and fasten off.
