    The reason I keep hearing for its creation is that it's very difficult to make LEAD FREE bullets in the heeled round nose shape of 22lr, and quite a few states are banning lead ammo completely

    Why is it all of a sudden so difficult to manufacture a 180 year old bullet design? I mean the heeled bullet was the first brass cartridge design I believe.

      That was Winchesters justification for the new caliber, and you are correct, heeled bullets make up many bullets before the 1900s
