This is called Umajirushi and the three rings represent the crest of the Mori family. During the warring period these were used carried into battle where its position signified where the Lord was. This very one, it is said, was used during the battle of 1565 when the Mori and the Kuchiba attacked the Mori's arch enemy (gomen, I forgot) and prevailed. It has been handed down since.
