Make sure that your mobile device with the Hue app is connected to the same network as the Hue bridge. Also make sure that the lights are powered-on (this can be done by unplugging and replugging the power cord or via the wall switch if it are ceiling spots). Another reason can be that the distance between the Hue bridge and the first light is to big, try replacing the bridge in this case.
