Yes it does. Cockney Rebel (who I was also a fan of) first made their chart debut with "Judy Teen" a year later, so I suspect Steve Harley may have been influenced by David Essex (he was certainly influenced by Bob Dylan.)
My uncle was the spitting image of him in the mid 80's and he had a caravan in St. Oysths in Essex, I used to go there for the summer hols and we always had the girls following us about !

Was a huge fan at the time and into the eighties stuff but can someone tell me if David ever sang this on TOTP leaning against a fake lamp post looking up at a window that was apparently suspended in mid-air, that visual picture has been in my mind for many years, am i wrong ? still have a soft spot !
