Because they just took the vehicle with its original combat configuration and never modified it to remove the heavy weapons. Unless the prisoner revolts are so bad that heavy rockets and lasers are needed.
In the real world, military surplus after a big war is stupidly cheap. M4 Shermans were used as tractors for decades. The empire was probably penny pinching and realized it was cheaper to use the beast as is, instead of spending money on stripping it. Military budgets are expensive and Death Stars don't build themselves.
i wish there was more shows that pits clone troopers against storm troopers. its like a bunch of veteran special forces ganging up on a bunch of grunts.

Holy crap. This is one of my favorite machines in Star Wars. I guess it is time I go watch the show now. The missiles are awesome, and the air defense is awesome, and the wheels are awesome, I just love this thing. It’s just a whole defensive and offensive citadel.
The biggest design flaw of the Juggernaut is the wheels for sure, they were taken out so easily. Though they are probably invulnerable to blaster fire and lighter cannons, or maybe even blasters in general, they appear to be weak against kinetic/explosive weaponry like missiles. Correct me if I'm wrong since I don't know much about the juggernaut.
If I’m not mistaken, the wheels themselves are incredibly tough to destroy. I may be wrong myself but I’m reasonably sure they’re able to crush CIS AATs and other similarly sized vehicles with ease while taking relatively little damage in return. The other thing is the fact that, as you can see, at 1:03 , the missiles punctures the side of the armour, causing a detonation that goes through the interior of the chassis, instead of hitting the front and attempting a penetration that way. I’m assuming that the chassis is able to take a significant amount of damage, as is seen by those exact same missiles colliding with the Bad Batch’s juggernaut and being able to continue under that same duress. My guess was the side penetration behind, or near the wheel where the Armour was weaker, coupled with a detonation in the interior of the chassis where there is only vital systems instead of armour is why it was taken out so easily. Later on we see the juggernaut take an absurd amount of abuse from multiple gunships and only begins to struggle once it’s boarded because it doesn’t have any way to deal with the TK troopers outside of its CIWS rotary cannon, which isn’t meant for that purpose. If it had infantry backup, either to the side or even within to clear the boarding party, I fully expect that it could’ve continued under further fire because they had to abandon it only due to the upcoming cliffside.
I like how the bad batch won’t kill imperial clones but when they find out the empire have replaced clones with normal humans the don’t mind pumping a few rounds into them 😂

The laser turrets still being installed I can kind of get; they run off energy produced by the main reactor, and removing the whole turret would take time and manpower (I’d have at least disconnected them from their power source, but still). But the missiles are just physical ammo, meaning they had to go to the trouble of actually loading them in the first place. They could’ve easily removed them and sent them off to be used elsewhere.
I get Star Wars is supposed to be science fiction but yea have legs instead of wheels/treads or hovering for your tanks is a dumb idea. If damage a wheel they still have a chance but in a atte and you damage a leg you are screwed

That turret acting as point defense against the rockets is a really cool detail because that is also an ability the juggernaut had in empire at war.

Because the AT-AT fit the Tarkin doctrine and was actually a great design, these oversized bunkers on wheels are garbage.
