One of the newspapers says the extreme blizzard from the beginning of the game was out of season and totally unexpected. Maybe this guy was out hunting and caught in that unexpected blizzard. You can't see five feet in a bad blizzard. People have frozen to death right next to their homes.

Considering how fresh his body is despite it being frozen over, he undoubtedly got caught in the blizzard during Chapter 1. Matter of fact, there’s no really any way for him to know about the blizzard because radios weren’t available to people like him yet. Just like automobiles, radios were only for the elite. So he would’ve just had to rely on newspapers. And don’t even get me started on how he could possibly get a newspaper delivered to him unless he goes to Strawberry every morning.

The movie is Jeremiah Johnson. Robert Redfords character comes across a man frozen exactly like that clutching a Hawkens rifle. The frozen man had a note attached explaining it was a bear that mortally wounded him and he too wounded the bear with the rifle. He bequeathed the rifle to any man so long as it wasn't a native. Jeremiah Johnson then goes on an adventure with said rifle. Great western. All time classic.

He may have been out hunting for supplies, or even the legendary bison like someone had said, although considering his distance, it wouldn't make much sense for him to stay out and just let himself freeze to death, unless of course he already had hypothermia setting in. One of the symptoms of Hypothermia is to suddenly no longer feel the cold, it also causes people's judgements to go completely out the window. There was a case in which people without their clothes were found dead on a mountain some time ago, they had stripped off their clothes for whatever reason and froze to death. The biggest and most believed theory is that the Hypothermia made them feel hot and delusional, so they removed their clothes to try to cool down, only to lead to their death. So it could be that he headed out on a task before or after he became hypothermic, and then just stayed there because his judgement was severely distorted by his lack of feeling.

I like how we both came to the same conclusions from the scenery. But I'm pretty sure it was either a bear or human activity that kept him from going home. Bears are capable of opening unlocked doors and the shack doesnt appear to have a lock. He most likely feared if he got home and took a rest he'd be killed. Either by a Human, Bear, or Group of Humans. And he wanted to strike first. Maybe he managed to hold whoever and whatever it was off but then realized he was out there too long and can't move anymore.
I think it an Easter egg tribute to an old Robert Redford movie. He plays a mountain man and he finds the froven body of another mountain man sitting in pretty much the same position with a rifle and Roberts character takes it.
