These three are definitely at the top of G's enemies along with MechaG, Hedorah, and King Ghidorah. Destroyah was the final Heisei enemy meant to be the toughest challenge against the strongest version of Godzilla. Keizer Ghidorag was later said to be the toughest ever in Final Wars by developers. In my opinion, if Destroyah gets too close, he can just chop Keizer up. Keizer didn't seem to have regenerative properties. Destroyah just always seemed like the ultimate final villain.
