The other head was alive till the moment when Godzilla was gonna throw it into space with its atomicc breathe. After 2 pulses 2 heads were destrpyed and wings burnt in the 1st pulse only. If Godzilla would have left after 2 pulses then Ghidorah might have regenerated as the body was still there and it could have walked away. The whole body destroyed after the 3rd pulse. It shows the durability of King Ghidorah. Keizer Ghidorah's 2 heads were destroyed by gravity beam and atomic breathe. King Ghidorah didn't die like that. So all this says that Legendary King Ghidorah is most powerful King Ghidorah of all time. Ya Keizer Ghidorah is a very powerful Ghidorah too no doubt but Legendary King Ghidorah can be said slightly powerful than Keizer Ghidorah.
