Did you know that the spindle motor NEVER spin if the disc is not inserted on PU-7/PU-8/PU-16 modbo?
If the servos doesn't detect anything, spindle motor mantain a standby mode.
You have to insert a disc first and then try!
Also, if the BTL was detective, the focus/tracking coil should not work. Instead, It pull up and down normally.

Although I would tend to consider the BTL driver to be a major suspect here, it's worth pointing out that the early SCPH-1002s didn't kick the disc until after they got focus lock, so you can get exactly the same symptoms you are seeing from a bad optical pickup. I have a feeling that -22 board is too late for this, but it's worth mentioning anyway.
Also, just FYI, the optical unit ribbon cable connector on these old PU-7/PU-8 based units is a zero insertion force type - you just have to lift the top section of the connector up and the cable will slide out without force.

Thanks for advice I didn't noticed that the top section lifts up.

Man, the optical drive data port (the black one) has a little lever that pops up to remove the ribbon cable very easy, with minimal efforts. Removing the ribbon cable in such a way can damage your port or your motherboard. I think the first thing that you should start with are the fuses PS601 to PS605. Check them first.
Althouth, it's the PS601 if I remember right that is responsible for the +8V PreVCC for the 4-channel BTL driver BA6397FP which is responsible for rotating the spindle and the sled motors.
Also, this IC is responsible for adjusting the focus and gain coils of the laser mechanism.

Thanks for advice I didn't noticed that the top section lifts up. Fuses are all good.
