You never realise how many sounds in SMW use basically the games musical instrumentation samples as building blocks. So many drums, interesting repetitions, and all sorts of other neat tricks! It's actually quite interesting!
Gotta conserve that cartridge space somehow. Sure they could have loaded up a lot of samples into it but then there wouldn't be room for anything else. A lot of the early SNES games use some stunning audio techniques to get multiple sound effects into them by just using the instrument samples. If I can remember correctly, the only two sound effects that needed special samples were Yoshi and an explosion sound. The rest, use the song instruments and the developers tweaked them with various attack, decay, sustain, release, panning, and very specific note placement. What's even more impressive is that apparently the SPC700, the sound chip used in the SNES, was very difficult to program with. And yet they still cranked out some iconic sound effects!
Koji Kondo said that creating music for Mario World was very difficult since he had to create his own samples for each melody. Due to that, practically all the sound of the game is based on real instruments.

So my comment was a playful way of saying "huh, it's interesting that it sounds like that when slowed down. Oh, wait, I get it, it's supposed to be like one of those PA systems giving important announcements, hence why the sprite is a speaker."
That’s actually a misunderstanding. The power up sound and the 1-up sound simply happened to be next to each other, giving you an interesting melody when you play them both back-to-back
The Magikoopa and the Spin Jump SFX sound very similar in-game. If you listen closely here, you can even hear they have the same musical pattern (notes?).
Limitations of the SNES hardware. The machine itself could only make so many of certain sounds, so the developers had to get creative to make the sound effects
