Is it possible to use the multiple imputation technique when there are no index stations? I mean, if you only have your missing data station and there are no index stations, can you use it?

No need to have data of your study area. At least five station is needed with the one necessarily be synoptic station.

Yes but the importance of index stations are to minimize error predictions by models.
