They have a perfect reason to go low, the runners always lower their head when theyre about to take a hit. If the defender aims for the chest and runner lowers their head into it then it it also a penalty against the defender. The games rigged against them every which way
I agree how inconsistent these calls are but I also think if you really wanna protect the quarterback make them wear bigger pads like everyone else and if your gonna run like and NFL player you should be able to get hit like one
