The scaling doesn't make a lot of sense to me
How does a Reefback scale so high, most of the passive Leviathans have no way of fighting or anything that indicates them having a high power scaling.

Though Reefback passive in the game, there is proofs that Reefback is a strong creature. The player cannot hit him with any weapons. He also survives in an environment where there are many dangerous leviathans.
