You are correct at every level. The Detroit "Chinatown" was useful at the time for the people who lived there. Those people no longer live there and as their economic status improved with higher education (high tech and science), they had no desire or need to work in a restaurant. Those educated Chinese relocated to better suburban communities at the time. So, why is this woman pushing to bring back a "Chinatown" that is no longer needed nor did the community around there asked for it. And why is she pushing to increase restaurant low-wage (tip) jobs. And most importantly, those people who would work in the businesses will mostly not live there.
As a 51 y.o. Detroit native, neither did I I'm all for cleaning up that corner, but I'm unsure a single million in renovation money and a few shops will convince me to call it a 'town' If it even pans out I may call it Chinacorner to be cheeky

I saw an article about a Chinese man getting killed in Detroit or Highland Park for being Chinese one night while walking down Woodward coming from a bar or something one night by White plant workers claiming all of the automotive jobs are leaving America
