Well the argument basically goes: If the IMF bail a country out, they don't want to keep bailing them out, as like you said some welfare organization. So to ensure that doesn't happen, the IMF imposes controls to get the economy in the "right direction." Problem is, the countries that contribute to IMF are not neutral arbiters of international finance and has stakes. So they force rules and regulation that benefit them and them only. And even in the off chance no one wants to influence the IMF for certain policies; they are often out of touch with the reality of the situation.
