It's worth mentioning it was just 2 months after the RP3 because they've been spending over a year trying to sort the issues with the RP3 units before its release. If the RP3 had managed to be released earlier, I imagine it would have been something normal like 6-12 months between releases.
And the only reason the 2+ exists is because they wanted to release something in the gap, and a lot of people love their 2+ consoles.

THIS is the one. I was hesitant about the RP3 with its supposed quality control issues, but I think this is the one. Perfect form factor, and I really only need it to reliably play 2D games up to the Gameboy Advance. And the HDMI out is a hugely underrated feature, IMO. Now to order it and wait until 2024 for it to arrive.

I got the RP2+ after the RP2 a while back and I think, for the tiny handheld market, that's where I'll stop, at least for the next couple years or so. The form-factor change + Android 11 of the RP3 didn't justify the cost of yet another handheld (for me) especially since the 2+ can do just about everything the 3 can. I love the 2+ system's feel and form-factor, too; it's wonderfully pocketable and a joy to hold.
Your review on the RP3+ surprised me in that it basically has just as bad of GC emulation as the RP2+, or very comparable. Your comments on GC emulation were essentially identical to what I've seen people eek out of the 2+, which makes me think that the improvements have been more GPU rather than CPU oriented, or maybe just a TON more power and optimization will be needed to achieve solid GC performance.
I decided to go with the Steam Deck for all emulation beyond Dreamcast, with hopes that eventually PS3 will be more playable on the Deck (though this isn't essential for me since I only have a small handful of games I'd like to try, no favorites). GC, Wii, PS2, and presumably (though I haven't been able to make it work yet) Wii U are amazing on the Deck. And you get a capable productivity PC if desired plus something that can play numerous PC games quite well. It's portable enough for my needs, though I can't see myself preferring systems below N64 on the Deck. The pleasure of playing a PS1, SNES, or GBA title on the RP2+ is hard to explain; the vibrant display, tight feel, comfortable weight of the system, and lovely control scheme makes earlier retro systems just perfect on that system, for me.

Absolutely no regrets upgrading from a RP3 to a RP3+. Still slightly miffed on the timing, but having a smaller form emulation device you can just throw in a purse or bag is pretty awesome. I love the Steam Deck for emulation but it's not as portable as it could be.
At the very least, despite the start/select placement and button placement, it's MILES better than the RP2+ just for the screen size alone. Yes, that extra inch or two does make a difference when you're trying to read very tiny text. ;)

my advice would be for you to check what you want to play first and then compare it against the console because if you keep waiting for the next big thing you'll never get one. I've been waiting and searching for one for a long time while just using an old 3ds to play some games and I've seen a ton of consoles that where "just right" coming out every 5 to 6 months and every time they seem better than the last one because sadly that's how the business goes.
Just go for the one that meet your needs and play what you got It for. Maybe a year or so later you'll have other games that require a more powerful one and you can change at that time while selling the one you already used.

I didn't get the RP3 because it didn't run psp well, and ps2 and gamecube were even worse. When I saw that the 3+ runs all psp and 2x, 3x, and even 4x resolution, and 50% of gamecube and ps2 library this device was a no brainer for me. I know i could probably print a grip or something but that feels like it defeats the point of the system. Also the screen is just such a down grade from the odin lite when it comes to text. the colors on the Rp3 are great and if u have better eyes than me you might be fine with it but the 1080p and extra inch of screen makes a big difference for me.

AYN Odin Lite is Much Stronger than this one for 50$ more.
Sad that Eta only Recommended that AYN Pro for nearly the Double of the Price! RP3+ is no enemy for Ayn Odin lite

Much thanks for showing this playing PS2 era Mortal Kombat. I'd be very curious about seeing Shaolin Monks, Resident Evil Outbreak, & Def Jam FFNY gameplay on this. Because that right there is a selling point. But as you said, wait another 6 months and there will be something sexier lol.
