The Spanish civil war may have been their first battlefield, interestingly! According to Wikipedia,
"Improvised incendiary devices of this type were used in warfare for the first time in the Spanish Civil War between July 1936 and April 1939,[27] before they became known as "Molotov cocktails". In 1936, General Francisco Franco ordered Spanish Nationalist forces to use the weapon against Soviet T-26 tanks supporting the Spanish Republicans in a failed assault on the Nationalist stronghold of Seseña, near Toledo, 40 km (25 mi) south of Madrid.[28] After that, both sides used simple petrol bombs set fire with toxic gas or petrol-soaked blankets with some success."
Of course with an idea as simple as "Gasoline in a glass jar with a wick" it's impossible to say who came up with them first, but it seems the Spanish may have been the first to use it on a large scale.
