The secret service failed at securing the location prior to the shooting.
The shooter was pointed out to Secret Service by a civilian at the rally. For 2 to 3 minutes secret service waited until the rifleman rang off five shots until Secret Service took action.

It was just reported on Fox they recovered an “AR type” rifle. How was the shooter able to get in there with a rifle?

there are these things called buildings, and on top of buildings are roofs, if you climb up high enough you can get on said roof. Building was probably not in the "area" ground coverage where guests were coming and going and being searched.
According to a guy in the crowd attending the rally, there’s an interview he did saying they saw the guy from the crowd crawling on the roof with his rifle, pointed it out to nearby law enforcement and they were confused and didn’t really see him then the guy was trying to point to the roof to the secret service and couldn’t get their attention, next thing shots are flying off from shooter as we see in the video.
