It's not going to get 17 HP. Not with the stock head and just a 265 cam.
GPS should know better and give the customer the choice of what rod comes with their kit. Every 196 I have opened had the piston .038" or more in the hole and should get a plus .020" rod.
Let's say the Honda is different from the clones. You would still choose a piston, measure in the hole, then choose rod length and head gasket.
The last 196 I built used a flattop piston and a plus 20 rod that got me .020" in the hole. With a .010" head gasket I have the .030" piston to head clearance you want with these engines. My rod and head gasket choice came after the new piston in the hole measurement.

17hp is wild lol with a stage 2 you might get 11hp if your lucky 🦾
