This is clearly rooted in the famous American Superiority Complex. Jamaica, case in point/for example, is an impoverished, third world country that dares to have better coaches, faster, better athletes and all with often sub-standard facilities and smaller sponsorship deals.
What they fail to grasp is that less opportunities for upward mobility, grinding poverty, and an outsize love for athletics is a recipe for success; not to mention a competitive and aspirational hunger few athletes from pampered, entitled nations can match.

Excellent video. First of all, you can't tell how much someone's muscle mass has changed by looking at 2 different photos. Different lighting, different camera angle, one photo in motion, other photo at rest etc. Someone can look way more or less muscular even if both photos were taken on the same day.
Also, you need to know a person's height and weight before speculating whether or not he's using PEDs. An increase of 10-15lb of muscle in one year is very achievable for most healthy young men with a good resistance training program.
