lol IMO scouting is only half of it.... player development is where the other half is if a player will live up to their promise... getting the right opporunity(i know this is NBA, but i'm using football as an example, with Ben Foster getting placed in IR during preseason and Steve Slaton struggling.. without those happening, Arian Foster may never have gotten the opportunity to play on a Texans team that developed a strong OL at that time.. Ben Foster, instead of Arian Fosterm could have gotten a HOF career if it wasn't for an untimely inury) can make a difference to a player's career.. now back to basketball, just look at oladipo in OKC and IND, who would have thought him to develop into an allstar when he became the primary focus of offense instead of westbrook.. if oladipo was still in OKC, he would like be just another role player while westy is still in town similar to what seems to happened to schroeder.. also playing for the right coach/system can also determine a player's growth.. if kawhi didn't got traded to the spurs on draft day, do you think he would be as great as he is right now with pop's coaching?? heck lets go back to the 80's and say if the bulls didn't fire doug collins, would pippen have developed into the HOFamer eventually??

Here is the problem with scouts. They don't want to miss the next big thing so they fall in love with highlights. Most of these guys you mentioned looked like a hall of Famers against weaker competition. But if you looked at their bad games where they played no defense, terrible work ethic, Darko hated pro basketball, and then their lack of desire to win. Scouts could basically say that 90% of rookies won't make it but then they would lose their jobs.
To be fair, Giannis was 6'9 190 lbs on Draft night. Noone couldve imagined that he will be 6'11 and 250 lbs of pure muscle just a view years later... he looked (and moved) like an even skinnier Durant, just without the jump shot.

A team scout's job is to go and physically watch players and get as much info as possible and give it to the people in charge. These projections are from people that watch tape and aren't employed by actual teams. Their projections are ceilings for these players. Yes, they get it wrong a good amount, but it's easy to judge in hindsight lol.

You never know how much the player has the motivation and the work ethic to become better and better. But, not all of them become great. Look at Andrew Wiggins for example, this guy had the world in his feet, every advantage to become great, but it didn't happen. Any scout that called that one needs to give up their time machine
