Only the author can answer your question. But Saturn is described as a young woman. To control time for her is such a big deal so I love the author's decision.
I'd argue that she has countless powers. I think a better word is attacks. She has time powers. She can use that in endless ways, like beseeching the Titan of time Cronos. That's not a specific attack. It's a way she used her time powers.
I wish all Pluto and Saturn's powers weren't swapped and confused by the creator. Saturn in Greek Myth is Chronos (God of time) while Pluto is Hades, the God of the underworld. I wish all of them has unqiue summoning powers of the elements to which their planets are associated with. I wish they had been more like Goddeses execution. As for Jupiter like Storm from the Xmen when she summons Thunder or Lighning, it has to come from the sky and/or from her hands/body so as to show she really channels them. *Uranus (Wind)-tornado, hurricane etc. *Mars (fire) -fireballs, asteroids etc. *Pluto (Psionic, Ice, Dark) Telepathy/telekinesis, Iceberg, underworld creatures sprouting from the ground etc. *Neptune (Sea water)-actual tidal wave, whirpool etc. *Mercury (Should have been earth based since Amy is a Virgo. I would personally prefer her being more of a Gemini since Hermes is a quick thinker and mover like Geminis and has wings symbols which is more related to wind and Gemini is an air sign), but for the sake of having variety of elements since Uranus is wind based already, so let her be a Virgo as she already is, but give her earth based element as Virgo is an earth sign -avalanche, ground breaking etc. *Jupiter (like Zues lightning based) *Saturn (time manipulation) *Venus -I can't think of offensive attacks that has to based with love and beauty, since Venus/Aphrodite is the Goddess of those things. 😂

Cronus is the Patron of harvest, and always carries a Scythe, which is a tool used to represent time in the aspect of death and birth, hence why saturn's powers may be based in destruction and rebirth in the pass of time (Death Reborn Revolution being one of her attacks in the manga). Tho you might be right of the confussion with Pluto's and Saturn's Powers (as far as I know the only connection of Pluto is that her Planet in japanese means Dark star, which reflects the place she has to guard, Door of Time, and where she resides is kind of the sailor moon franchise's version of the underworld).
