It seems like the current 64-bit version, listed on the main Etcher Web page works fine: etcher.balena.io/#download-etcher . I launched it on Ubuntu 24.04 as well as 22.04. If you haven't been able to install Etcher, perhaps this zipped version will work for you on Kubuntu.
@@kubuntukowalski You better off using KDE neon over Kubuntu . The only way fix the problem used a different computer with windows and install the Linux KDE neon

Pretty sure it should run and yet here it is, does not work
