I am one of the rare soldiers that uses the Liberty Launcher as my primary. I know it does less damage, but you have to use it differently. You get an extra rocket in the clip and it gets there faster, so you just need to fire more rockets at the enemies and it will hit them more frequently. Also really good against scouts and snipers.
