Yeah Im sure that's exactly it. I used to rent out a spare room in my house and Id ask them to give me a seperate money order just for the deposit. So I wouldn't cash it until the very end (making sure there's not a exp date or anything) when it was time to return it or use it. Find it hilarious that in the years the tenants were living in that home he didn't do periodic inspection of the home or do any repairs during that time, tell him not to do woodwork in the home yet at time to return even half the deposit he came up with nutjob repairs to equal the amount of the deposit. Maybe I'm not the norm but I have a rental home and have only had to withhold part of a deposit($100.00) one time for 2 broken windows. I consider carpet and floor damage normal wear and tear as long as it doesn't damage the subflooring.

Our first landlords were lovely and even gifted my mom a carpet cleaner. We're in small-city/big-town Canada, so perhaps the difference is in location and building types?
