It seems most guide forget to mention that you need to buy the data pack from clyde to improve your odds of catching the fish.

@@Catgirl7733 when u using fantastic bait which i didnt do quest for just found a passed word n opened up the chest in the water , it dnt consume fantastic bait even after using it so i didnt need 2 or any other bait
